He debuted at Gerde's Folk City on 4th Street, and all the folkies were pissed off at him for going electric (I mean REALLY pissed). So, it's probably a song aimed at the entire folk scene more than at any one person.

Here's a link to a page that offers many varying opinions on who the song is directed at.
I tend to agree with Solonor that it's aimed at the folk movement in general, at the collective rather than the individual.
To wit, he sings, "I know the reason that you talk behind my back. I used to be among the crowd you're in with," and "I know you're dissatisfied with your position and your place." Sounds like lyrics directed at the group he used to belong to but left behind when he switched to electric and became a sensation.
