No, and although I suppose there's nothing wrong with being a comparison gainer, it still wouldn't make him a good President. Just less bad.
You can't really appreciate Rudy's bad qualities until you've lived with them. I love the guy. He's a New Yorker's New Yorker. But he has this horrible tendency to push really bad legislation when he's feeling a little bored. Great in a crisis, but very bad on the day-to-day. Plus you probably don't want a President who would refer to members of his Cabinet or Congress as "mewling babies" or the like. Sounds fun in theory, sure, but not conducive to actually getting cooperation.
Of course, the chances of him getting the Republican nomination, when it comes right down to it, are somewhere between slim and none. He is very socially liberal.

No way! He's from New York City. That whole New York/New Jersey rivalry, you know. It would be on the Upper East Side of Manhattan.

Well, being President means being in eternal crisis; it never stops. So therefore he should make one of our great Presidents if elected, and I will vote for him if he gets the nomination.
And I don't smoke anything -- does drinking tea count?

I'd refer to members of Congress as mewling something-or-other right now, just not sure it would be babies. Got several other choice names for them, too. And I guess I'd rather see him push bad legislation than a war.
