Set My Awning Free
In a scheme that proves the City Council has half a brain (but no more than that), they have decided to put a six-month moratorium on enforcement of the stupid awning regulations previously discussed here. If they had a full brain, they would have simply voted to rescind the damn regulations. But I suppose half a brain is better than none.

Is there some political version of the Gestalt principle?
Instead of the whole being greater than the sum of the parts in the PGestalt the whole is less than the sum of the parts.
I would hazard a guess that if there were a half a collective brain present (at most political bodies) that would mean that some parts were absent.
